Three people charged for unsightly rubbish at properties
John Lomax of Maudsley Street Accrington was convicted in his absence by Blackburn Magistrates of failing to comply with an Abatement notice contrary to s 80 (4) Environmental Protection Act 1990, which required him to remove refuse from the property at Maudsley St. Mr Lomax was ordered to pay £270 in fines and clean-up costs.
In a similar case Roy Silva, of Whalley Road Accrington, was also convicted in his absence by Blackburn Magistrates of failing to comply with an abatement notice that required him to remove an accumulation of waste from his residential premises contrary to s 80 (4) Environmental Protection Act 1990. Mr Silva was ordered to pay £520 in fines and clean-up costs.
Magistrates also convicted Danielle Nolan of Manor Street Accrington in her absence of failing to comply with a similar abatement notice requiring her to clear refuse from her property. Ms Nolan was fined £555 in fines and clean-up costs.
Cllr Clare Pritchard, Deputy Leader said; “These three cases again demonstrate our proactive approach to dealing with people who refuse to clean up their rubbish. We won’t tolerate it; we’ll investigate and where appropriate take people to court where they fail to clean up their rubbish.

Peppa Pig lights up Accrington
Hyndburn Council said around 5,200 people gathered on Broadway and surrounding streets to watch kids’ favourite Peppa Pig switch on the lights with a host of other performers and entertainers.
This year’s light switch on event was moved back to its traditional Thursday evening slot after Hyndburn Council listened to retailers’ feedback from last year’s Saturday event.
Cllr Clare Pritchard said: “The event attracted a huge number of families and a big thank you goes out to everyone who helped to make it such a success - from sponsors, performers, organisers, street cleansers, marshals and police cadets. It was a great day for Accrington and there’s plenty more to come – here’s to a popular, safe and prosperous month for the town.”
Zain Kiyani, manager of Accrington Arndale Centre, said: “It was a huge crowd and footfall in the Arndale was well up on last year. By 6pm people were queuing in the street for the new StrEAT food court and there was absolutely no trouble which was fantastic.”
This Saturday will see a parade of real reindeer lead Santa through Broadway before arriving at his winter wonderland grotto in Accrington Market Hall.
Other festive events include township light switch ons on selected dates, a food and craft fair this Saturday and Accrington’s first ever Christmas markets, which are now open every Thursday and Saturday throughout December in front of the Market Hall.
The reindeer will be appearing on Broadway from 10am until 1pm this Saturday, 7 December. Santa’s Grotto will then open every Saturday through December plus Monday 23 December and on Christmas Eve.

HBC and Police crack down on taxis plying for trade
Hyndburn Borough Council received a number of complaints from local Hackney carriage operators that private hire vehicle drivers were illegally touting for business i.e. plying for hire, at the side of the road or picking up fares when flagged down by members of the public. The Council met with local police to organise an operation to deal with the issue.
This operation was carried out on Friday 15th November, with Council Officers and Special Constables, resulting in a number of private hire drivers being reported for breaching ‘taxi’ regulations. Those drivers were also reported for driving without valid insurance.
PC Graham Hartley, the Community Beat Manager for Accrington Town Centre, said; “The message is clear; unless you have pre-booked the journey or are taking a taxi from a designated taxi rank, do not get in a mini-cab at the side of the road or try to flag one down. The taxi will not be insured, and so, if you do get into an accident, you won’t be able to claim."
Cllr Chris Fisher, chair of hackney and private hire licensing, said "I'm really proud of my licensing team, the police and not least the actors who took part. I observed the operation and everything went perfectly and was hugely successful. At this time we can't go into details because there are prosecutions pending, more will be released in due course.
The shock and awe operations we currently plan and undertake are zero tolerance and hard hitting to rogue private hire drivers to stamp out this illegal and dangerous practice. There is no doubt operators and drivers now know we mean business. Be assured public safety will always be our number one priority. We have many more operations like this planned in the very near future so rogue taxi drivers beware."

HBC Spending Map
The map shows that overall revenue spending (on services rather than installing new facilities) has fallen by nearly 25% due to money that has been withdrawn by central Government and that figure is set to rise in the next few years, with some analysts predicting that by 2016 cuts will have reached 50% in Hyndburn alone.
Some individual departments have faced cuts of up to 37% or been completely restructured in order to protect front line services. The map can be downloaded in PDF form on the Hyndburn Labour Group and Rishton First Facebook pages.

Accrington: Landlord found guilty
Kevin Knowles of Stockton Heath, Warrington was convicted by Blackburn Magistrates for an offence under the Building Act 1984.
This notice had required Mr Knowles to improve the dilapidated condition of a property at Exchange Street in Accrington. Despite reminders, Mr Knowles failed to carry out the works. In a letter to the court Mr Knowles said that he had a portfolio of 25 rental properties which he entrusted to an asset management company. Mr Knowles has since taken steps to comply with the Notice.
Mr Knowles was fined £500 plus £50 victim surcharge and was ordered to pay £278 to the Council in costs.
Portfolio holder Clare Pritchard said “The Council takes a tough line on this. We will always work with the owner to allow them time to bring their properties into a state of repair, but where this doesn’t happen, we will take matters further to get the repairs done”.

Looking to the New Year, don’t forget we’ll recycle your real tree for you and turn it into wood chippings, you don’t need to book a collection, just place your real tree with your recycling containers on your first recycling collection from 6th January.

Baxenden: Festive Art Event on Sunday 15th December
At 12.30pm members of the Haworth Artist Network will be taking part in an Artist Challenge – where they will have 3 hours to paint, draw or engage in photography, all over the gallery – come along and watch them as they create their masterpieces – maybe even have a go yourself!
At 2pm to 3.30pm there will be a family workshop led by Susan Watson to create a variety of Christmas decorations – no need to book, just drop-in!
From 12 noon to 4pm you can browse in our beautiful shop for that last-minute Christmas shopping – we have a new range of hand-turned wooden items and vintage glass candles that make unique gifts.

Have your say on Accrington Town Centre
The Townscape Heritage Initiative is set to transform the historic retail and commercial gateway into the town centre, along Blackburn Road, culminating in a public realm scheme outside Accrington Town Hall and Market Hall to commemorate the Accrington Pals and provide an opportunity chance for local people to learn more about historical buildings.
The Townscape Heritage Initiative (THI) is a grant-giving scheme run by the Heritage Lottery Fund (HLF) to help repair and regenerate historic towns across the UK. In October 2012 the Council submitted a first round application to the Heritage Lottery Fund for partnership funding for the Accrington Town Centre and PALS Centenary Townscape Heritage Initiative. The first round submission was accepted and passed, with funding of £1.5 million provisionally awarded to the initiative, subject to a second round HLF application.
The project is being managed by Hyndburn Council who are working closely with the heritage team at PlaceFirst Ltd, an experienced consultancy based in Manchester.
The THI will offer grants to building owners in the THI boundary to help fund, the reinstatement of lost architectural and historic features (like period shop fronts and windows) and structural and external repairs.
Cllr Miles Parkinson, Council Leader, urged people to have their say saying; “These are exciting times for the town centre and residents and visitors will have lots of chances over the Christmas festivities to fill out a questionnaire and air their views on any improvements to the area, with the PlaceFirst team attending some of the events, so please make sure you make your views known to shape the future of this area.”

Get festive in Accrington!

All Church residents are urged to use this community assets with only a little maintenance asked for in return. Refreshments, supplied by Church Kirk residents, were available at Bank Street community centre during both switch on's.
Local Ward Councillor, Joan Smith said "this is yet again a fantastic turn out to witness the second year we in Church have had two light switch on's, the residents should be proud. I'm especially delighted at the large turn out for this event. It really shows how community spirt in Church is thriving"
The next scheduled switch on will be Dyke Nook Gardens on the 4th of December at 6.30pm

Crowds flock to Great Harwood switch on
People were treated to a medley of Christmas carols performed by children from Our Lady & St Hubert's RC School, St Wulstan's RC Primary School, Great Harwood St Bartholomew's Parish C of E Voluntary Aided Primary School and Great Harwood St John's C of E Primary School. Hot vimto, mince pies and sizzling sausages were amongst the festive fayre on offer, plus a welcome visit from Santa.
BBC Radio Lancashire’s Stephen Lowe compered the proceedings, which included the rededication of the Great Harwood Memorial clock, Mercer Clock along with an unveiling of artwork produced by local artist Eddie Foster, before the Mayor of Hyndburn and Leslie Mercer flicked the switch to light the Christmas tree.
Cllr Gareth Molineux said; “The switch on was another fantastic Great Harwood community event, where hundreds of people came together to get in the festive spirit, see the lights switched on and the rededication of the Great Harwood Memorial clock, Mercer Clock. I want to say a huge thank you to the many people who were involved in making this event a huge success and to all the people who came along on the night and made it the fabulous evening it was.”

Hyndburn Labour Group wins award for New Media
A relatively small number of Councillors in Great Britain currently use blogs or any form of online media to promote their activities but Hyndburn currently has five active Labour blogs, plus many active Facebook pages and Twitter feeds.
Cllr Ken Moss set up the Rishton First blogspot in February 2010 in order to promote activities in his village but now manages the bulk of the Hyndburn Labour group news reports as well. He said, "It's nice to get a little bit of recognition from higher up for the work we are doing at a local level here in Hyndburn. Our readership is growing all the time, from just a few hundred in 2010 to well over 10,000 every month in 2013. We have had to adapt to get our message across about the work we do as people now look beyond just the local newspapers for their information. Printed media is very important, I hope that never dies especially at local level, but blogging and other online media allow us to convey much more information in addition to those stories."
He added, "On a fundamental level it also allows us to communicate with residents in a different way and reach out to people who may never read the leaflets that come through their door or show any interest in what they perceive 'politics' to be. There are residents in Rishton who are now far more aware of what goes on around them in local government because of our blogging - they might not necessarily agree with what we are saying but we have still managed to connect with them. It is also a great way of promoting local events too and bringing communities together."
The award was presented to the Hyndburn Labour group at the North West Labour Conference on 2nd November 2013 and is signed by the Labour Leader, Ed Miliband.

Great Harwood: Memorial Clock restored
As part of the project year 5 and 6 students in local schools have been completing workbooks and doing art projects to learn about the life and times of John Mercer, to whom the clock is dedicated. The clock tower, which is at the heart of the much loved historic town square, was unveiled in 1903 with much local pride, and dedicated to John Mercer, the inventor of a cotton treatment process known as Mercerisation. Mercerisation was a milestone for the cotton industry making the material softer, stronger and easier to dye.

The finale to the project which has been led by Hyndburn Borough Council, the Great Harwood Civic Society and the Great Harwood Community Action Group will be the rededication of the clock tower which will take place at 6pm Friday 6th December, to coincide with the Christmas light switch on. During the event Leslie Mercer and local artist Eddie Foster will be unveiling and dedicating a piece of artwork, which Eddie has created to represent the work undertaken by the schoolchildren during the project. The artwork will be placed at Churchfield House during December so that local residents can get a better view. Churchfield House and the John Mercer exhibition will be opened by the Civic Society during December every Thursday and Sunday.
A preview of the childrens work and the work created by Eddie will be held on 1st December 2013 at 12.30pm. The exhibition will be held to celebrate both the childrens work and the life of John Mercer.
Great Harwood Councillor, Cllr Kerry Molineux, said; “The Mercer Memorial Clock Tower is an is a huge part of Great Harwood’s proud history and a focal point in the town, so it’s wonderful to see it restored now and that the story of John Mercer and the Tower forms part of this superb exhibition by local schoolchildren for all to come and see.
In particular the Council would like to say a huge thank you to the Great Harwood Civic Society who have provided regular weekly updates by holding an exhibition on the town square during the repair work, the major event that saw the recent opening of Churchfield House and the John Mercer exhibition, and also for completing the planting scheme around the clock tower itself.”
Cllr Molineux concluded; “The rededication and the light switch on is a community event, for all to enjoy. Everyone is welcome, so please bring all the family to Great Harwood on Friday 6th December at 6pm.”

Through HLF’s grant, this impressive structure has undergone much-needed restoration work and local people will continue to learn about and enjoy the story of the tower, and John Mercer, for many years to come.”

Hyndburn Apprentices Event - 16th January 2014
Cllr Miles Parkinson, Council Leader, said; “We want even more local businesses to get in touch and be part of the next Hyndburn Apprentice Event, to be held on 16th January at Accrington Town Hall, where a range of apprenticeships and training places will be on offer.”
Aimed at people aged 16 to 24, attendees will be able to find out more about apprenticeships direct from employers and training providers, seek expert advice and get one-to-one support in applying for apprenticeship vacancies.
There will be real live vacancies on offer, along with the chance to apply for apprenticeships and have an interview with potential employers on the day. Candidates will also have the chance to get hands on and try out a range of skills and trades.
Council Leader, Cllr Miles Parkinson, said; “An apprentice learns on the job, and is able to gain qualifications by learning new skills, whilst earning money at the same time. The summer Hyndburn Apprenticeship event was a great success and we want even more local businesses to get involved this time and offer even more fantastic opportunities for anyone who is aged 16 to 24 and is interested in becoming an apprentice.”

Lancashire Day 2013 in Hyndburn
The Lancashire Day proclamation is read out by town criers throughout the county on 27th November and was read in Accrington outside the Town Hall at 10.00am and later outside Churchfield House in Great Harwood at 11.00am by Town Crier Rawden Kerr.
Mayor, Cllr Judith Addison, said; “As a proud Lancastrian and this year as Mayor of Hyndburn I'm looking forwarding to commemorating Lancashire Day by attending the two local proclamations on 27th November, so please come along if you can, everyone is more than welcome to help us celebrate.”
Cllr Addison added; “I’m was also pleased to support Lancashire Day with our special Lancashire Evening Charity Fundraising event which took place on Friday 22nd November, at Accrington Town Hall supporting local charities, including Finley’s Friends.

Pennine Lancashire Question Time - 29th November 2013
The programme will be filmed and produced by media students from the college and has been arranged by the Council’s Democratic Services Department assisted by business and administration students.
Local residents are invited to attend the hour long production on Friday 29th November and arrive by 1.00pm in the Coppice Theatre at the college on Sandy Lane. A limited number of tickets are available on the day and these will be allocated on a first come first served basis.
The host of the programme will be 2BR radio presenter Helen Wakefield, and the panel will consist of the following people:
• Councillor Clare Pritchard- Deputy Labour Leader of Hyndburn Borough Council
• Councillor Alyson Barnes- Labour Leader of Rossendale Borough Council
• Councillor Nick Collingridge- Leader of Independents in Hyndburn
• Councillor Miles Parkinson- Labour Leader of Hyndburn Borough Council
• Councillor Peter Britcliffe- Leader of Conservatives in Hyndburn
• Councillor Marlene Haworth- Deputy Leader of Conservatives in Hyndburn
The audience will be made up of pupils from the college and every high school and 6th form centre across Hyndburn and the Rossendale Valley have been invited to send representatives to ask questions.
Local district and county Councillors will be supporting the event by attending and listening to the views of young people from across the East Lancashire area.
The partnership project has been arranged to promote Hyndburn Borough Council’s local democracy campaign and students are benefitting by using the event as part of their practical studies:
• Media students have built a Question Time set and will be filming the programme as a live television show.
• Beauty therapists are providing hair styling and make up to members of the panel.
• Those studying business and admin are assisting in the planning for the event and event managing the production in the theatre venue on the day of the event.
Council Leader, Cllr Miles Parkinson said; “The event is all about engaging young people in local democracy and we look forward to a lively and interesting debate.”

HBC pledges support for White Ribbon campaign
The Council has a long history of helping address abuse and violence towards women and girls within our local community, but the White Ribbon Campaign takes a unique approach. It encourages men to promote a change of attitude, using their voice to make a stand and raise awareness and campaign bosses will now work with the Council to develop an action plan showing how this commitment will be achieved.
Cllr Pam Barton, Cabinet Member for Health and Communities, said; “It gives me great pleasure to announce our intention to achieve the White Ribbon Award, especially today the United Nations International Day for the Elimination of Violence Against Women. We have a long history of increasing awareness on this issue and supporting services aimed at reducing and supporting victims of domestic violence. White Ribbon Towns aims to rally entire communities to end violence against women”.
Cllr Miles Parkinson, Council Leader, added; “By pledging to achieve the White Ribbon Award we are further demonstrating our resolve to do all we can to raise awareness about domestic violence, whilst supporting services to reduce its incidence and help victims.”

Hollins College pupils in Question Time event
The pupils, aged 12-13, asked questions they had prepared in their Citizenship lessons to local Councillors on issues within their area with topics including entertainment, education, facilities and job opportunities.
Miss Hayley Nunley, Teacher of Religious Education, Citizenship and Psychology commented; “The event was a great success and pupils came away feeling empowered and excited about making a difference”.
Council Leader, Cllr Miles Parkinson, who chaired the event, was joined on the panel by Cllrs Clare Pritchard, Paul Cox, Ciaran Wells, Kath Pratt, Brian Roberts and Nick Collingridge.
Cllr Parkinson said; “It was a great event, with the whole of year 8 pupils at Hollins taking part. It was all about engaging them in local democracy and we had a lively debate with plenty of interaction with the audience. Thank you to them and the panel for an interesting and enlightening afternoon.”

Clayton-le-Moors: PCSO issues dog fouling notice
Independent ward Councillor, Cllr Nick Collingridge, welcomed the news saying; “It’s great that PCSO’s have joined with our dog warden service in the fight against dog fouling. It sends a message to those irresponsible dog owners who refuse to pick up after their dogs, that we won’t tolerate it and will take action against them. There are plenty of dog bins, with more to come, which are emptied regularly, so there really is no excuse for not picking up after your dog.”
Clayton-le-Moors PCSO, Adam Havaie, said; “Upon speaking to Clayton residents they told me that dog fouling is something that really annoys them. So it’s great to be able to work alongside the Council and bringing those who allow their dogs to foul to justice.”

Save energy, save money and keep warm
The scheme is a partnership between the Council, Homewise, Dyson Energy Services and Keepmoat who will access funding to offer FREE energy home improvements to qualifying households.
Low income families, benefit recipients, older people or individuals living in hard to treat properties are most likely to benefit from this additional support from Warm Homes Hyndburn. Some homes in certain areas of the borough will automatically qualify for free insulation measures. Even residents who do not think their property will qualify are encouraged to double check as they may find it does.
Deputy Leader of Hyndburn Council, Cllr Clare Pritchard, said “At a time of rising energy bills and with increasing numbers of households in fuel poverty the opportunity to make homes warmer and healthier is timely and welcome.”
Warmer homes can have positive benefits on all sorts of things including fewer health problems including respiratory and arthritic conditions, better educational attainment for children at school and, as less money is used to pay fuel bills, more disposable income for improved lifestyle options.

Get set for Christmas in Hyndburn
Accrington’s spectacular Christmas celebrations will take place on Thurs 28th November, there’s a lot going on, with a festive funfair all day on Broadway, plus late night shopping.
The fun will really start at 6pm on 2BR/Bee stage outside the Town Hall with a free live music show and appearances from Peppa Pig, before a little local shining star, who has yet to be named, switches on the lights at 7.30pm.
After the big switch is flicked to light up town, there’ll be a spectacular firework extravaganza and the shops will stay open late for a spot of late night Christmas shopping.

Come along to Accrington’s first ever Christmas Markets running from 5th December in front of Accrington’s historic Market Hall every Thursday and Saturday (including Monday 23rd) during December. On Thursdays and the Monday it will be open until 8pm so come along and get in the festive spirit to pick up some seasonal food, drink and goods.
Santa’s Grotto opens Saturday 7th December, so take the children for a traditional Christmas treat to see Santa and his elves in the winter wonderland grotto at Accrington Market Hall. There’ll also be real reindeer on Broadway when the grotto opens on 7th December.
There’ll also be a Christmas Food and Craft Fair on Saturday 7th December at Accrington Town Hall selling a mixture of crafts, gifts and locally produced food, raising money for the Mayor’s charities. Entry is free and the event runs from 9.30am – 3.30pm.
Cllr Clare Pritchard, Deputy Council Leader and Cabinet Member for Town Centres said; “Bring the family into Accrington on the 28th Nov, its set to be a fabulous event with appearances from Peppa Pig, our own little shining star switching on the lights, plus a great programme of entertainment and a spectacular firework display.”
Cllr Pritchard added; “ We’re really excited about Accrington’s first ever Christmas Markets, these, along with Santa in his Market Hall grotto, opening with live reindeer, has all the ingredients for a cracker of a Christmas in Accrington.”

Lancashire Day in Hyndburn
The Lancashire Day proclamation is read out by town criers throughout the county on 27th November and will be read in Accrington outside the Town Hall at 10am and later outside Churchfield House in Great Harwood at 11am, by Town Crier Rawden Kerr.
Mayor, Cllr Judith Addison, said; “As a proud Lancastrian and this year as Mayor of Hyndburn I'm looking forwarding to commemorating Lancashire Day by attending the two local proclamations on 27th November, so please come along if you can, everyone is more than welcome to help us celebrate.”

Movember (a portmanteau word from moustache and "November") is an annual, month-long event involving the growing of moustaches during the month of November to raise awareness of men's health issues, such as prostate cancer and other male cancers; and associated charities. The Movember Foundation runs the Movember charity event, housed at Movember.com.[1] The goal of Movember is to "change the face of men's health."

Vigil to be held at Accrington Victoria Hospitail to highlight possible closure threat
This Saturday night, 9th of November 6pm, will see a vigil held at Accrington Victoria Hospital to help raise awareness that this vital Walk In centre must remain open. The East Lancashire Clinical Commissioning group is at the moment attempting to close Accrington Victoria hospital out of hours walk in clinic. A service that has dealt with over 35,000 cases last year alone. They are arguing that this service could be replaced by residents using their doctors surgeries.
Unfortunately these services are massively over subscribed in Hyndburn and is almost impossible to receive a same day appointment. The only other alternative would be to travel to Blackburn Royal to use the A&E department. A department that is already suffering under the pressure of being East Lancashire's primary A&E department. Cllr Clare Pritchard, Deputy Leader of Hyndburn Borough Council, has been leading a campaign to stop the closure of this service.
Councillor Pritchard said "we have over 5000 signatures backing the saving of this Walk-in centre, this vigil will again highlight how the majority of residents feel about this proposed closure, to now send potential thousands of patients to both A&E and their own Doctors would but yet more strain on a service struggling to cope in an area that is ranked one of the most deprived in both Lancashire and the whole North west"
This news also contradicts what central government are claiming that they are reducing waiting times and, as announced at the Conservative Party Conference, that out of hours surgeries would be granted funding with pilots launched early next year. Yet they are now looking to close one such site in East Lancashire already providing this service.
So please join together on the 9th of November 6pm at Accrington Victoria Hospital to send a message that it's "Hands of Hyndburn's Healthcare"

Police to probe Lancashire County Council's finances
The contract for running the Council's fleet services was awarded to BT in April 2013 under the watch of Conservative Leader Cllr Geoff Driver, however this decision was questioned by other County Councillors. A separate investigation is also being made into payments to an individual totalling £500,000 that the Council treasurer and leader of the Labour group state they were not previously aware of.
Following a change of administration to a Labour-led coalition in May, the incoming Leader of the Council, Jennifer Mein, revoked the decision and a senior Council officer was suspended.
A Lancashire County Council spokesman said: "In the light of external legal advice, a number of issues arising from the recent disciplinary investigation into the conduct of a senior officer have now been referred to Lancashire Constabulary."

'How Parliament Works' event - 18th October 2013
Gary Hart, Parliament Outreach officer, gave a presentation about How Parliament Works at the event, which was about encouraging greater engagement between the public, the House of Commons and the House of Lords and widening knowledge of how parliament works and how to actively participate.
Councillor Miles Parkinson, Leader of Hyndburn Council, said; “We were really pleased to host this ‘How Parliament Works’ event which helped promote local democracy and raise awareness of the work, processes and relevance of Parliament to Hyndburn people.”

LCC prepares for winter on the highways
During winter, we work hard to keep traffic moving on our main roads and to minimise delays and accidents caused by ice or snow. Of the 4,300 miles of roads we are responsible for, around a third are part of our priority roads for salting and snow clearing. Ideally, our gritters would treat every road in Lancashire, but in reality this is just not possible. Instead we identify priority roads and footways that will receive preferential treatment for salting and snow clearing to help keep our residents moving.
Our priority road network is made up of non-trunk motorways, 'A' roads and 'B' roads, which are routes in and out of towns, and single routes into villages. The Highways Agency is responsible for gritting the motorways.
We budget around £4million per year for the winter service, last year we spent £5.35m. It is a demand led service and when the winter weather is worse than average, the service will continue to be delivered. On the days when it snows, we can spend over £100,000 per day.
We have a number of resources which help us deliver the winter service including:
- 49 gritters operating across the county from 10 depots. They are all paired with a snow plough for use in severe weather.
- 32,000 tonnes of salt stockpiled across the county for this winter.
- Over 1,800 grit bins and salt heaps in key locations around the county to help keep public areas clear. We fill these before the start of winter and refill them as often as we are able to.
- 39 farmers and agricultural contractors who have equipment to carry out snow clearing and provide additional support during bad weather when our resources are stretched.
As usual, we are working closely with parish and district councils, businesses and local organisations to deliver a consistent message to the public about what they can do to prepare for winter and what we will do.
In response to confusion over what steps can be taken when clearing snow and ice, the government has issued advice, which explains that there is no law stopping you from clearing public spaces.

In East Lancashire, local plans, which set out housing and business sites are not yet fully developed. Therefore, the draft masterplan presents the big issues we need to address to make sure people and goods can move efficiently in East Lancashire, and proposes where studies should focus to get a better understanding of future problems and potential solutions.
These studies will produce the sound evidence we need to make the case for further investment in new schemes to make sure we have the right priorities to get value for money from every pound spent.
It proposes wide-ranging, detailed work to identify problems, gaps and opportunities affecting roads and public transport, to make sure that people, businesses and housing markets have better links within East Lancashire and to other areas of economic opportunity. It looks at how the current rail network can be exploited to its full potential, making the most of investments by Network Rail elsewhere in the North West, and if there are benefits in extending the current network.
It also builds on recent confirmation of £40m funding for the Pennine Reach rapid bus transport scheme to improve links between Hyndburn and Blackburn, and the announcement by Transport for Lancashire of major investments in East Lancashire.

Oswaldtwistle: Rubbish-filled yard leads to £700 fine
Council Enforcement Officers visited Gemma Proctors home on New Lane Oswaldwistle after receiving complaints about rubbish in the back yard there. They served her with a notice ordering her to clean it up which she ignored; therefore the Council took her to court where magistrates imposed large fines and costs.
Cllr Clare Pritchard, Cabinet Member for Environmental Health said; “We won’t tolerate this kind of anti-social blight and will always prosecute people who fail to clean up their mess. We gave Ms Proctor plenty of chances to get the rubbish removed, but unfortunately she chose not to do so, leaving us no option but to remove the rubbish ourselves and take her to court, where magistrates imposed substantial fines and costs.”

HBC Annual Audit 2012-2013
The External Auditors have now completed their work on the Annual Audit of Accounts and have asked that their letter on this subject is distributed to all Councillors. Reproduced below are some of the key paragraphs from the 15-page report:
The Council has a good track record in achieving the revenue budget and managing financial performance and met its savings target of £2.1m in 2012/13. The Council's updated Medium Term Financial Strategy, submitted to Cabinet on 23 October 2013, sets out the requirement to deliver savings of £1.26m in 2013/14, and £5.3m over the following three years to 2016/17, in order to deliver a balanced position. This will be a significant challenge for the Council that will require further transformation to secure the level of savings required and maintain sufficient service quality. At 30 September 2013 the Council forecasts a surplus of £300,000 by the end of the 2013/14 financial year.
The Council has proper arrangements in place for securing financial resilience. The Council has robust systems and processes to manage effectively financial risks and opportunities, and to secure a stable financial position that enables it to continue to operate for the foreseeable future.
Overall our work concluded that whilst the Council has managed the reductions in finance from central government so far, it faces further challenges ahead because of the further significant planned reductions in future government funding.
However, the current arrangements for securing financial resilience are good. There is appropriate challenge and support from members, and the Council prepares and keeps under review its medium term financial plan. There are good arrangements in place to monitor and manage revenue and capital budgets, and regular reports to management and members on financial and service performance during the year.
We have reviewed whether the Council has prioritised its resources to take account of the tighter constraints it is required to operate within and whether it has achieved cost reductions and improved productivity and efficiencies.
During the year the Council continued to use the funding allocation it received under the former Housing Market Renewal programme to promote the improvement of housing provision in the borough. This included the purchase of further properties and their transfer to the Council's developer partner for refurbishment.
We reviewed the robustness of the Council' arrangements to deliver its programme of savings totalling £1.26m to deliver a balanced budget in 2013/14 and its plans to identify further savings of £3.36m over the next two years. The updated Medium Term Financial Strategy submitted to Cabinet on 23 October 2013 now forecasts savings required of £2.9m over the next two years and a further £2.4m in 2016/17.

100 extra dog waste bins to be installed
Cllr Cox said; “street cleansing is one of our top priorities and we know that that dog fouling is a big concern for local people. We’ve investing £15,000 into the service and these extra one hundred dog bins are being installed in all wards installed right around the Borough, bringing the total to three hundred, plus another fifty four within our parks, which our Waste Services and Parks Teams empty each week.”
Cllr Cox continued; “All Councillors have had a say in where the bins should be installed on their patch, based on residents feedback and the new bins will be going in over the coming month.”
Labour candidate for St Andrews in 2014, Stuart Eaves said; “I’m really pleased to see the new bins being installed, anything which helps keeps dog dirt off our streets is really welcome." The Council’s street cleaning teams service over six hundred and fifty litter bins around the Borough, which they empty at least twice a week, or when a hand sweeper passes. A recent resident’s survey has shown that satisfaction with street cleanliness continues to increase and now stands at 86% and these results come on the back of our five star and gold standard wins in the recent national Clean Britain Awards.
Cllr Cox concluded; “Our street cleaning, waste and recycling crews do a great job, day in, day out, in all weathers collecting waste and keeping our streets clean and tidy. We know there is more to do, and the installation of the extra one hundred dog bins across all wards within the Borough is part of this.”
