Questions to PCC Clive Grunshaw

Lancashire Police Commissioner, Clive Grunshaw, came to the meeting of the full Council in June and he was questioned on the following topics by the Labour Councillors:

Milnshaw Councillor and Cabinet member for Recycling and Waste Services, Paul Cox, asked, "Last year Lancashire's then acting Chief Constable told the local police authority that his force was taking 513 officers off the streets along with this the force has undergone a funding cut of over £40 million. This has had the resulting effect In my own ward of our community police team seeing a 50% cut in officers and supporting PCSOs. All this seems to be a direct contradiction of David Cameron's 2011 pledge that "there is no reason why there should be fewer front line police officers despite the budget cuts". The local police team had over several years built up a strong community link, with crime figures for Church & Milnshaw dropping had a direct result of this proactive policing at local level. Will the PCC explain how he will look to rebuild this service in Hyndburn and so reform this strong link to residents and put our community police teams back onto our streets."

Clive answered that although the figures show that the percentage of front line officers has increased, the actual numbers have reduced. This is something that the increasing cuts to funding will not help but that he was confident that the police would try to adapt as best they can. By the same token, he expressed concerns that the government cuts to policing would eventually see a sharp rise in crime because the resources to tackle it just aren't there.

Barnfield Councillor, June Harrison, asked about whether the new police station in Accrington was going to happen and if Clive could support Cansave in any way.

Clive responded that despite a number of setbacks the police station was still planned to go ahead. With regard to the Cansave alcohol awareness scheme, the PCC would point the group towards potential funding streams.

Rishton Councillor, Clare Cleary, asked if funding could be provided for an alleygate scheme in the Spring Street area to combat an increasing burglary and drug-running problem.

The Commissioner replied that although such a scheme was really down to the district Council, he could direct the local Councillors to funding streams that would be able to help finance such a project.

Rishton Councillor, Ken Moss, spoke about the extensive work done in Westminster by the Hyndburn MP, Graham Jones, and the new powers that are due to be given to the police to tackle scrap metal theft. A request was made that more resources are diverted to deal with the problem and that organised gangs are targeted more stringently as the perception from the general public is that even though many of the thieves are known to the community they are seen to be getting away with it.

Hundreds flock to Hyndburn Apprenticeship event

Hundreds of people flocked to the Apprentice event at Accrington Town Hall last Friday, where a range of apprenticeships and training places were up for grabs. Aimed at people aged 16 to 24, attendees found out about apprenticeships direct from employers and training providers and got expert advice and one-to-one support in applying for apprenticeship vacancies.  
Many would - be apprentices applied for apprenticeships and had an interviews with potential employers on the day. They also got the chance to get hands on and try out a range of skills and trades including dentistry, joinery, painting and decorating, childcare and catering.

Council Leader, Cllr Miles Parkinson, said; “The event was really well attended and lots of people tried their hand at a range of skills and trades.  I’d like to say a big thank you to the organisers, and a special thanks to Accrington JobcentrePlus for all their support, and to everyone who came along on Friday.”

Hyndburn MP Graham Jones opened the event, which was organised by Hyndburn Council in association with Accrington JobcentrePlus, Accrington & Rossendale College, North Lancs Training Group, Training 2000, Hyndburn Chamber of Commerce and Lancashire County Council.

Mr Jones said; “Organising this apprenticeships fair is part of the Council’s determination to focus on what really matters.   It was a wonderful opportunity for young people to seek apprenticeships and meet employers face to face.  With so many young people unemployed, it’s an issue that needs to be addressed; getting young people into work is part of being a better society.”

Less than a year to the start of the Accrington Pals Centenary

A programme of community activities running from 2014 in Hyndburn, will be held to coincide with the recently announced programme of national commemorations of the First World War, with the first event; The Duke of Lancaster’s Freedom Parade, set to take place in Accrington on 1st July 2014.

The Accrington Pals Centenary Commemorations Group, made up of members of the community including Pals experts; historians; local craftspeople; people involved in drama; local voluntary groups and the Council, have come up with lots of ideas to commemorate this momentous historic occasion.

Cllr Miles Parkinson, Council Leader and Chair of the group said; “The Accrington Pals are interweaved into the very fabric of our local history, famously forming as they did a Pals battalion to fight in the First World War, with many men from this area answering Kitchener’s call and joining up.

But on 1st July 1916, on that fateful first day of the Battle of the Somme, they suffered severe losses and over 600 casualties, leaving the community back home shattered and hardly anyone untouched, with so many losing husbands, sons, brothers, uncles, friends and neighbours.

It’s fitting then that we look forward to a whole programme of events from 2014 onwards to commemorate the centenary anniversary of the Accrington Pals.  It can’t be pinned down to one day, because there are different dates to take in, including when the first World War began and ended, when the men enlisted, when they left the Borough and  when the Pals went into battle.”

The group’s plans include an exhibition to commemorate the Pals at Haworth Art Gallery; planting Poppies for the Pals at sites right across the Borough; a special commemoration service at St John’s Church in Accrington in February 2014 and a Centenary Concert, including a performance of the Pals March on 27th September 2014. An Accrington Pals commemorative beer has already been produced and is on sale at Accrington Information Centre in the Town Hall and plans are in place to update the Borough’s boundary signs to say  ‘Welcome to Hyndburn home of the Accrington Pals’.

Commemorations are planned in Accrington and France on 1st July 2016,  with an early morning special Council meeting and a maroon flare  at 7.20am in Accrington, to mark 100 years since the Pals went ‘over the top’,  and books of honour presentations and wreaths laid at the Accrington Pals memorial in France..

The Council is also working with the Duke of Lancaster’s Regiment to arrange the Freedom Parade in July 2014 and also to incorporate a commemoration of the Accrington Pals in a new town square in Accrington, which will be a fitting tribute to all those brave men whose losses devastated the whole community.

Cllr Parkinson concluded “The Pals centenary events will be for everyone, right across the Borough, to recognise the Pals’ tremendous bravery and their sacrifice.

Lancashire PCC to take questions from Hyndburn residents

Lancashire's Police and Crime Commissioner is hitting the road this summer and he wants residents to give their views on everything from local policing to volunteering. From Blackpool to Burnley and Pendle to Preston, Clive Grunshaw will be touring the county throughout July.

Clive Grunshaw and his team will spend the month visiting every one of Lancashire's 14 districts, chatting to residents about policing in their area, what they want from him as Commissioner and the volunteering opportunities available through the new Citizens in Policing programme.

The roadshows will run from 1st–30th July and the Commissioner said: "I'm very much looking forward to having the opportunity to meet the county's residents, and get their views on crime, policing and their communities. This is my second series of roadshows, and reflects the fact that community engagement is a vital part of my role. I need to know what the public is thinking and where their concerns lie in order for me to be able to represent them, and I hope as many people as possible will take this opportunity to come and meet with me."

The Commissioner and Lancashire Constabulary recently joined forces to launch the Citizens in Policing programme, which promotes opportunities to volunteer with the force as a Police Cadet, Volunteer or Special Constable. The roadshows will also give people the opportunity to find out more about the programme and whether it would be right for them.

Clive Grunshaw added: "Whenever I meet with residents, they tell me they want to be more involved in policing. This programme is offering them the opportunity to do that, and to make a real difference in their communities and the county as a whole. I hope people will use the roadshows as an opportunity to find out more about the programme and how they could get involved."

The Accrington roadshow will take place in conjunction with local Community Safety Partnerships at the the Town Hall on 2nd July from 10.00am until 2.00pm.

Woodnook Community Update


PHASE 1 UPDATE
The strip out and partial demolition of Phase 1 properties between Augusta Street and Booth Street has now been completed, with the main refurbishment works expected to commence in the Autumn.

EMPTY HOMES FUNDING
As outlined in the previous newsletter, the Council have secured £3.76m from the HCA Empty Homes Cluster Fund. This funding will be ‘matched’ by Woodnook JVCo, the joint venture between PlaceFirst and Twin Valley Homes, and will deliver a range of interventions to address the problem of empty homes in Woodnook. These include:

  • buying empty homes at open market value - properties will be refurbished by Woodnook JVCo and either sold or rented
  • lease & repair - owners of empty homes can choose to lease the property to Twin Valley Homes via Linked Up, who will
  • subsequently refurbish the property and manage the property for a period of 5-10 years
  • owner grants - a limited fund has been allocated for owners of empty properties who need financial assistance to bring the
  • property back into decent use. All grants will need to be ‘match funded’ by the owner and will not exceed £12,500

Letters have gone out to some owners of empty properties in Woodnook, highlighting the choices above and providing clear instruction that a formal response must be returned to the Council. If an empty property owner does not respond to the letter, the council will follow up with planned enforcement action.

COUNCIL ENFORCEMENT
The Council are actively using enforcement powers in Woodnook to tackle wider issues of empty and/or dilapidated properties. One property owner has recently been prosecuted after failing to comply with a notice served on him to clean his property up and make habitable - he has been given a 12-month conditional discharge (works to be completed within 12-months) and ordered to pay prosecution legal costs and investigation costs. The Council are now identifying more properties for enforcement in Woodnook and will use any and all legal actions on owners/tenants of properties that continue to cause nuisance in the neighbourhood. NUTTALL STREET FACELIFT
It is proposed to use some of the empty home cluster funding to enable a comprehensive face-lifting scheme on Nuttall Street. The scheme will be grant funded and will include all residential and commercial properties.
Many properties on Nuttall Street are in a dilapidated condition and therefore, with only limited funding available for face-lifting, our aim is to target investment where it will have maximum impact by improving the key ‘gateway’ into Woodnook. Once face-lifted, the street will look much more attractive, benefitting the existing community and helping to attract new households to the neighbourhood. We are currently finalising the details of the scheme and will issue letters to owners of relevant properties once this is complete.
Work is anticipated to start in the Autumn and conclude within six months.

PRIESTLY NOOK
Priestley Nook, at the junction of Royds Street and Nuttall Street, has been bought by the Council. The building will be demolished and the site transformed into a new square for Woodnook. The planned square will improve the appearance of the neighbourhood and give it a physical heart; it will provide
a welcoming space for community events such as markets and fetes; it will support local shops through additional parking; and it will open up Woodnook Community Centre which is the subject of refurbishment plans. As the design develops we will keep the community informed through these newsletters and regular attendance at the Woodnook Residents Association meetings. We hope to deliver the new public space in parallel with the Nuttall Street facelift in order to minimise disruption to the community.

THE BRITANNIA INN
The Britannia Inn has been bought by Woodnook JVCo and has recently been boarded up whilst we consider its future use. We have spoken to a number of people and organisations involved in running community pubs and believe a well managed pub will add to the appeal of the wider Woodnook area.
We will update the community on progress through these newsletters and regular attendance at the Woodnook Residents Association meetings.

PROPERTY THEFT AND FLY-TIPPING
Thieves are continuing to break into empty properties to steal metal and stone flags which are then sold illegally. The area is also suffering from isolated incidents of fly-tipping. If you see or hear anything suspicious, please do not hesitate to call the police, noting any memorable details such as vehicle registration numbers.

Licensing Sub-Committee - 25th June 2013

Cllr Clare Cleary chaired a meeting of the Licensing Sub-Committee on Tuesday 25th June to discuss the application for a new Coral betting shop on Broadway in Accrington. Cllr Ken Moss was also a member of the committee which heard the application.

Several objections had been raised to the shop, some on the grounds that since it had gaming machines it should technically be classed as a gaming shop. However, the application was well within the grounds of the law and guidelines for how a gambling outlet should be run and it was passed unanimously by a cross-party panel.

Licensing and planning applications are largely determined by the law and it is not recommended for Councillors to reject an application without firm evidence that it goes against it as this can lead to expensive legal challenges for the Council.

Hyndburn Land Assets review

A borough-wide review of Hyndburn Borough Council's land assets is currently underway and is being led by Cllr Ken Moss as Chair of the Resources Overview and Scrutiny committee. The review is seeking to catalogue all the parcels of land under HBC ownership on a ward-by-ward basis and see whether or not they are being used effectively or are a drain on resources. Reviews covering Great Harwood, Altham, and Clayton-le-Moors are complete, with Church and Milnshaw currently under scrutiny.

Cllr Moss said, "The Council has acquired pockets of land over the years and with the economic climate the way it is we have decided to look at them and see if we need them all. This isn't a clearout of everything we own as there are certain things, such as the Esplanade in Rishton, that it would be extremely foolish to try and sell off. However, we need to start looking at areas which are costing more than they are worth in their present state and anything that is recommended for disposal will have to be of long term benefit to HBC and the community as a whole."

Rishton was looked at earlier this year and a report is now ready to go to Cabinet for final approval on 31st July. The full document so far can be viewed online here:

Profile: Councillor Pam Barton

Cllr Pam Barton is one of the two Springhill representatives on HBC and one of the six senior Councillors who make up the Cabinet. Pam sits on the following committees at the Council:

Accrington Superloo: Deceitful Tories mislead the public once again

A claim by Cllr Peter Britcliffe, former Leader of HBC, that a Labour administration were responsible for a six-figure contract for a pay-per-use toilet in Accrington has been strongly refuted by the controlling group.

The offending statement comes from this article in the Accrington Observer and reads:

Tory group leader Peter Britcliffe blamed Labour for the fiasco. He said: “The toilets were put into the town centre circa 1997 when Labour were in charge. It was me who promoted this problem and if I had not identified this it would still be there. It’s remarkable.”

In response, Cllr Clare Pritchard, Deputy Leader of HBC, has written this letter to the press:

"I refer to the article in the Accrington Observer regarding the removal of the Superloo form Peel Street in Accrington. Having read the article with an increasing sense of disbelief I felt compelled to correct the, what can only be described as misrepresentations, of Cllr Britcliffe.

The decision to keep the Superloo and indeed extend the contract was made by the Conservative administration led by Cllr Britcliffe, indeed the contract is dated as 23rd April 2002, so the decision for this was taken at a Cabinet meeting CHAIRED by Cllr Britcliffe in the months before this. Indeed a major feature of Cllr Britcliffe's budget proposals in 2011 was the achievement of shutting the free loos on Peel Street as a cost saving measure whilst keeping the one costing £18 a visit within 10 yards of these loos.

The cost of these loos was astronomical and it is very disingenuous of Cllr Britcliffe to say that he was in any way involved in the removal (or even a suggestion of removal) of yet another one of his mistakes, made with seemingly no thought of the huge financial burdens he was placing on the taxpayers of the borough. He should hang his head in shame, between his shambolic handling of this and his mishandling of the advertising of taxi license fees resulting in a cost to the Council of upwards of £210,000 and the fiasco of the Hyndburn Life Website, which was up and running for only 4 months at a cost of £700,00+ I think it fair to say that his tenure as Leader of the Council cost the taxpayers more than £1,000,000 in mistakes."

Not on this list is the failure to maintain refuse vehicles, the failure to curb mercury abatement from the crematoria and the botched planning agreement for the wind farm that knocked out thousands of TVs in the Baxenden area.

Local apprentice gives views on HBC event

Local apprentice, Paul Oxton, of Accrington, is encouraging young people to come along to the Hyndburn Apprenticeship Event, set to take place Friday 21st June, from 4pm to 7pm, at Accrington Town Hall.

21 year old Paul,  a former Rhyddings Business & Enterprise School student, began looking for an apprenticeship and found the ideal opportunity at Accrington & Rossendale College, where he both works and studies at the College for a Business & Admin Level 2 Apprenticeship.

Paul is a big fan of the mixture of practical work alongside the theory which Apprenticeships give you, "It's important to get practical work experience and a solid knowledge as well.  Apprenticeships are a really good way for young people to take their first steps towards into a career. So I’d urge anyone to go along to the event on the 21st to see what’s on offer.”

At the event , there will be a  range of apprenticeships and training places, plus the chance to win an IPAD mini. Aimed at people aged 16 to 24, attendees will be able to find out more about apprenticeships direct from employers and training providers, seek expert advice and get one-to-one support in applying for apprenticeship vacancies.  

There will be real live vacancies on offer, along with the chance to apply for apprenticeships and have an interview with potential employers on the day. Candidates will also have the chance to get hands on and try out a range of skills and trades including dentistry, joinery, painting and decorating along with hair and beauty.

Paul concluded; "The apprenticeship is pretty much what I expected it to be.  When you graduate from an apprenticeship you can be confident that you can do the job, because you've already spent a large part of your apprenticeship actually doing it.  So for anyone considering an apprenticeship I’d say go for it and the Hyndburn Apprenticeships event is a great chance to get expert advice, try a trade and even apply and get an interview for some vacancies."

Hyndburn MP Graham Jones will be opening the event, which has been organised by Hyndburn Council in association with Hyndburn Chamber of Commerce, Accrington & Rossendale College, North Lancs Training Group, Training 2000 and Lancashire County Council.

The Hyndburn Apprenticeships event is free to attend and open to all 16 – 24 year olds, all attendees will also be entered into a free prize draw for the chance to win an IPAD mini.

Food growing for all

More people can now enjoy the pleasure of growing their own food with the Council’s ‘food growing for all’ project.

‘Food growing for all’ is about opening up the benefits of allotment life to as many people as possible, with raised beds available for people who might not otherwise be able to manage a standard allotment plot.

Easy access beds are easy to garden for people with reduced mobility or strength.  They have good access and are very easy to look after.  You can garden them while sitting or standing.  No serious digging is needed.  They’re just right for people with a bad back, hip or knee, or wanting to be more active to help recovery from an illness.

Starter raised beds are perfect if you only have a bit of time available and if you get into the swing of it, you can always move up to a bigger plot later.

Wendy Dwyer, local resident and Hyndburn Councillor, has just harvested her first vegetable crop after only a few weeks on her easy access bed at Peel Park near Avenue Parade.

Wendy said; “I’ve never grown my own food before, but this has given me the pleasure of picking my own spinach, radish and lettuce and taking it straight home for my tea”. Everyone can have this opportunity.  We’ve got spaces suitable for all needs.  Join the food growing revolution in Hyndburn and grow your own too.”

Hyndburn Shop Local Campaign

Accrington’s town centre businesses are set to come together as part of an exciting campaign to encourage Hyndburn residents to shop locally in Accrington Town Centre.

The campaign is being spearheaded by Hyndburn Council following the success of a similar high street project in Oswaldtwistle.

An interactive leaflet featuring video clips will involve businesses - shops, cafes, restaurants and services in the town encouraging them to promote their business.

The leaflet will be designed and produced by Scott Dawson Advertising, the agency behind the Oswaldtwistle campaign and distributed to all households across Hyndburn.

Cllr Clare Pritchard said: “Accrington is full of fantastic places to shop, eat, relax and learn – we’re taking a proactive approach to spread the word and inspire people to support their local businesses rather than travelling further afield when there’s so much right here on their doorstep.

“I’d urge all of our town centre businesses to come on board – it’s a wonderful platform for them to showcase the great products and services they offer.”

A short promotional video of every business will be included in the campaign – the video will feature in the leaflet, along with professional photography, via a QR code.

Dance masterclass with Matt Flint on 22nd June

‘So You Think You Can Dance’ winner, Matt Flint, is in town on Sat 22nd June with a special master class for local aspiring young dancers.

Matt will be running a series of dance classes for children aged 8 – 12 (12.30 – 2.30pm) and aged 13+ (3 – 5pm) at Accrington Town Hall on Sat 22nd June.

Born in Scarborough, North Yorkshire, Matt began dancing at the age of 12 and after quickly discovering his passion he focussed on becoming as versatile a dancer as possible.

He went on to train for 3 years at Laine Theatre Arts and has since then choreographed and danced internationally, ranging from musicals and television to dance companies and feature films.

Councillors to quiz PCC at Council meeting

Hyndburn Councillors will question the new Lancashire Police and Crime Commissioner about his plans for policing, at next Thursday’s Council meeting at Accrington Town Hall.

Clive Grunshaw was elected to the new position of Police and Crime Commissioner for Lancashire in November last year. The Commissioner’s job is to ensure that the policing needs of Lancashire communities are met as effectively as possible and he represents the people of Lancashire on policing issues and the fight against crime.

Armed Forces Day 2013

This year’s Armed Forces Day parade and service will take place in Rishton on Saturday 29th June.

The Parade will form up on the library car park, just off School Street,  from 10.15a.m. with a 10.30a.m. start. The service will take place at the war memorial opposite the Esplanade Gardens.

A mini bus will be provided from the library for those who are unable to walk in the parade.

A senior Royal British Legion member will be laying a wreath on behalf of all organisations. The British Legion have asked that no other wreaths are to be laid during this service.

Rishton Free Gardeners Club are hosting a special Armed Forces Night on Friday 27th June from 7.30pm which includes a 1940s Swingalong with guest artists Marj and Claire. This is open to both members and non-members of the club.

Rishton Conservative Club will be laying on refreshments after the service on Saturday afternoon and all residents who attend the parade are welcome to come back to the club.

Rishton post box discussed on BBC Radio 4

Cllr Ken Moss has given an interview to BBC Radio 4 regarding the lost post box from lower Rishton. Ken was contacted regarding articles that were on the Rishton First blog from 2010 as they relate to a new ruling from the communications regulator, Ofcom, that a post box needs to be within half a mile of properties in Great Britain. Burton Street resident, Margaret Stinson, also attended the interview to give the perspective of the people who are affected by the loss of the box. The interview formed part of the daily You and Yours programme:

Clayton-le-Moors woodland wins award

The Woodlands in Clayton-le-Moors has been awarded First Place in the Community Woodlands category of the Royal Forestry Society's Excellence in Forestry Awards.

The award, which has a first prize of £1,000, is to encourage and reward projects involving community woodlands and forests which have been established and managed in a way that is sustainable and beneficial to the landscape, the local people, biodiversity and the economy in both the short and long term.

Cath Holmes of Clayton le Moors with Altham Prospects Panel said; “We are all really pleased that The Woodlands, an oasis in the heart of the town of Clayton, has been recognised with this award.  It’s  a testament to the hard work and great cop-operation between the many enthusiastic volunteers on the Panel, the Council’s Parks team and Councillors, who have all come together with a common bond of  really caring about the Woodlands, want to conserving  it and look after it. “

The Woodlands in a wonderful resource for the whole community and a lovely green space in the heart of Clayton le Moors.  A whole lot of work has gone on to make it accessible to all with Woodland Trails, wood carvings and bicycle routes, to name a few.  Lots of hard work from lots of people has gone into making improvements at The Woodlands, well done to everyone involved.  If you haven’t seen it already come along to The Woodlands and see for yourself what a fabulous community resource this is, everyone is welcome.”

Cath concluded; “The two RFS judges were extremely interested in the Panel’s 15 year or so, involvement with the Woodlands, asking lots of questions and were very impressed with the strong working relationship between volunteers, the Council and other agencies.”

On-street drinking clampdown

Altham Councillor Chris Fisher is leading a clampdown regarding on-street drinking this summer.

There is nothing that says summer hot nights more than sitting in a beer garden of your local pub enjoying a well deserved drink with friends. However, there is a darker side to summer, and sadly some individuals think it is acceptable to walk the streets or sitting in the park ‘can in hand’ drinking alcohol in full view of the public. The potential for anti social or disorderly behaviour, however small, is unacceptable.

In Hyndburn, it is illegal to drink outside on the street and public places. At a recent Council Cabinet meeting Cllr Fisher expressed his concern by requesting the support of fellow Councillors to be proactive with a 'zero tolerance' clamp down of alcohol consumption in the street and in public places.

Councillor Fisher said “I was delighted and reassured that I received unanimous cross party support for this initiative. And equally important, Police have given assurances of their full on going, proactive support, with anyone found to be breaking the law drinking alcohol on the street will be firmly dealt with.”

Working NORI brick press on display at Accrington Market Hall

Accrington, or NORI, bricks are famed around these parts and now a fully working, scaled down model of a 1909 Double Brick Press machine is on display in Accrington’s historic Market Hall.

The machine, made by talented local man, the late Thurston Smith, was kindly donated to the Borough of Hyndburn, by Hanson Building Products in 2013 after the closure of its Accrington factory, in recognition of the NORI brick and its unique place in the area’s rich industrial heritage.

The machine on which the model is based produced the renowned super strength NORI brick, which was famously used in the building of both the Empire State Building and, a little nearer to home, Blackpool Tower.  The bricks were made by the Whinney Hill-based company from 1887 to 2008.

Model maker Thurston, worked at the Accrington site and took measurements of the original machine because it was the last factory in the area using this machine to produce bricks.  Thurston also made many other models including steam engines, one of which featured on BBC television.

Unveiling the model, Mayor, Cllr Judith Addison, said “ “We are really grateful to Hanson’s for their kind donation of the mini brick press machine.  It really is a feat of amazing engineering skills and a wonderful reminder of NORI brick’s place in local folklore and the history and heritage of the area.”
Council Leader, Cllr Miles Parkinson added; “There have been lots of people involved in this project, giving up their time and expertise voluntarily and big thanks should go to them. James Lynn of the Small Sign Company and Electrical Engineer Paul Thompson, who refurbished the model ready for display, Thurston’s daughter Pauleen and Bernard Rees, former maintenance manager at the factory, have been really helpful in providing information and photographs and also Bernard Scully and the team of volunteers who run the local history museum in the market, and have helped bring this project together.”

Model maker, Thurston Smith passed away in 1984 aged 76.  Pauleen, his daughter was at the unveiling. She said;. “When I first saw the image of Dad on the artwork I felt very emotional, it’s wonderful to see his model working again and a great testament to him. I’m really glad that it’s now here in the Market Hall for everyone to see.”

Bernard Scully of the Hyndburn Heritage Museum , said; “We’re really excited about this as it’s such a massive part of the borough’s history and will be a real feature for people to come and see.  This will make a fabulous addition to the local history displays we already have, which have proved really popular.”

Labour Party meets to discuss Bedroom Tax

Members from the Labour Party gathered on Friday 7th June 2013 at Manchester Town Hall  to discuss the manifesto position on the Bedroom Tax. Cllr Tim O'Kane from Clayton-le-Moors (and Chair of the Communities and Wellbeing Overview and Scrutiny Committee) was the Hyndburn representative amongst 35 other Councils who went along to meet Jack Dromey, the Shadow Housing Minister.


An announcement on contributions from the day and a statement regarding the Labour Party manifesto stance is expected shortly.

HBC to host 'How Europe Works' event on 21st June

Hyndburn is set to host a “How Europe Works” event, at Accrington Town Hall on Friday 21st June.

Chris Davies, North West Member of the European Parliament, will be a keynote speaker along with officials from the European Parliament Outreach service, based in London.

Hyndburn has been chosen to host this European Parliament Outreach conference, on behalf of the North West region.  Local Councillors, officers and political students will be among the large number of delegates from across Lancashire, Merseyside and Greater Manchester who are expected to attend.

The event will widen knowledge of the European Parliament and highlight how it serves the North West area of England.  It will also demonstrate both how the EU and its decision making process works.

Leader of Hyndburn Borough Council, Councillor Miles Parkinson, said; “We are pleased to be chosen to host this event, which will help promote local democracy and partnership working.”

Be a Hyndburn Apprentice

A range of apprenticeships and training places, plus the chance to win an IPAD mini, will be up for grabs at the Hyndburn Apprenticeship Event, set to take place Friday 21st June, from 4pm to 7pm, at Accrington Town Hall.

Aimed at people aged 16 to 24, attendees will be able to find out more about apprenticeships direct from employers and training providers, seek expert advice and get one-to-one support in applying for apprenticeship vacancies.  

There will be real live vacancies on offer, along with the chance to apply for apprenticeships and have an interview with potential employers on the day.

Candidates will also have the chance to get hands on and try out a range of skills and trades including dentistry, joinery, painting and decorating along with hair and beauty.

Council Leader, Cllr Miles Parkinson, said; “An apprentice learns on the job, and is able to gain qualifications by learning new skills, whilst earning money at the same time. The Hyndburn Apprenticeship event is a fantastic opportunity for anyone who is aged 16 to 24 and is interested in becoming an apprentice.  Attendees will not only be able to try their hand at a range of skills and trades, but also apply for real vacancies and have an interview with potential employers actually on the day.”

Hyndburn MP Graham Jones will be opening the event, which has been organised by Hyndburn Council in association with Hyndburn Chamber of Commerce, Accrington & Rossendale College, North Lancs Training Group, Training 2000 and Lancashire County Council.

Mr Jones said; “The Council needs to be focussed on jobs and growth and I’m pleased that since Cllr Miles Parkinson became Leader that there has been an emphasis on this area. Organising this apprenticeships fair is part of the Council’s determination to focus on what really matters.   It’s a wonderful opportunity for young people to seek apprenticeships and meet employers face to face.  With so many young people unemployed, it’s an issue that needs to be addressed; getting young people into work is part of being a better society.”

The Hyndburn Apprenticeships event is free to attend and open to all 16 – 24 year olds, all attendees will also be entered into a free prize draw for the chance to win an IPAD mini.

Great Harwood landlord found guilty

A Great Harwood property owner was found guilty by magistrates recently of failing to comply with a notice issued by the Council, ordering him to bring his property at 40 Russell Place Great Harwood, back into a state of repair.

Mr Noor Hussain, of Greaves Street Great Harwood, was found guilty by Hyndburn Magistrates of non-compliance of a notice served under Section 79 of the building Act 1984 relating to 40 Russell Place, Great Harwood. The property has been in a state of disrepair for over 10 years, causing residents much distress with incidents of broken windows, open drains, rubbish dumping and antisocial behaviour around the property.

After many attempts by officers to get Mr Hussain to bring the property up to standard, the Council took him to court and stepped in to carry out repair works required by the notice.  The costs for the work will be regained through a charge placed against the property

Mr Hussain was given a 12 months conditional discharge and was ordered to pay £15 victims surcharge. Mr Hussain, has a mortgage on the property of approximately £196,000 and a debt to the court of £59,550 for a previous conviction.

Further prosecutions may also take place if the property is not brought up to standard.

Cllr Clare Pritchard, Cabinet Member for Environmental blight issues said; “This property has been a concern for residents living nearby for many years, as it’s been a magnet for anti-social behaviour.  Our officers have tried many times to get Mr Hussain to bring the property up to standard, but he’s ignored these and the notice we served on him, landing him in court. We take a tough line in cases like this, properties like this are distressing to live near and we will always take people to court where necessary.”

Councillor Walkabouts

 
Various Hyndburn Labour Councillors have been on 'walkabouts' recently in their wards to answer residents' queries and keep an eye out for any problems. In Springhill, Cllrs Pam Barton (pictured) and Munsif Dad have been doing door-to-door house calls and leaflets have been posted through doors with contact information should anyone wish to get in touch.

Similarly, Milnshaw Councillors Clare Pritchard and Paul Cox have been undertaking regular walkabouts to address any concerns that local residents may have.

Profile: Councillor Clare Cleary

Councillor Clare Cleary is one of the three Rishton representatives and was first elected to HBC in 2011. During her time on the Council she has worked on various panels and is currently in advanced negotiations for a large skate park in Rishton. She has an extensive background in healthcare and is passionate about facilities for younger people. Cllr Cleary is on the following committees at HBC:

Conservative error leaves HBC with £210,000 bill

A report to Cabinet on 5th June 2013 demonstrated Hyndburn Borough Council's failure to meet statutory requirements to advertise variations in taxi fees starting from April 2004. This has given rise to an obligation to repay the unadvertised element of these fees paid t the Council during the 6 year statutory limitation period. Internal auditors have carried out an review to ascertain the causes of failure to advertise this and the estimated cost to HBC is thought to be £210,000.

Cllr Clare Pritchard, Deputy Leader of HBC, said, "We have now put new and robust procedures in place to prevent this ever happening again. We have carried out a detailed audit of our current fees and have ascertained that these are justifiable inr elation to our administrative costs. We are also introducing electronic time recording in the next few months in the Licensing section, together with a detailed procedures manual."

Cllr Pritchard welcomed the action of Council officers to remedy this situation and announced that they have been requested to look at new ways of promoting a fair taxi charging scheme, something which is likely to be the subject of public consultation.

Cllr Miles Parkinson, Leader of HBC, quipped, "A night out with Peter Britcliffe and the Conservatives would be an expensive affair. It's £700k to look at his failed Hyndburn Life website for ideas of where to go, £18 a time to use the toilet and then another £210k for a taxi home."

Hyndburn Sports Awards 2013

Nominations are now open for the Hyndburn Sports Awards, which celebrate the sporting achievements of local people and recognise their efforts and dedication to sport.
The awards recognise and honour the achievements of those involved in sport in Hyndburn as well as the coaches and volunteers that make such valuable contributions.

Gypsy and Traveller policy unveiled

A report was submitted to Cabinet yesterday which will see a Gypsy and Traveller Accommodation Assessment undertaken in Hyndburn. Cllr Clare Pritchard, Deputy Leader of HBC and portfolio holder for Housing and Regeneration, put forward the report which was unanimously approved.

The assessment will demonstrate how much Hyndburn already does for the gyspy community in order to put safeguards in place to prevent further pressure being put on the borough in future years. Other boroughs have been accused of doing far less in the provision of traveller sites and no policy was written into the Northwest Spatial Strategy in 2008 to ensure that camp sites are distributed evenly across the region. This new report will go some way to addressing that issue and force other boroughs to provide accommodation in addition to that which Hyndburn already provides.

There are numerous legal gyspy sites across Hyndburn and this does not refer to the illegal emcampments which have caused the local Council problems in the past. Each Council is expected to provide designated areas for travellers and historically Hyndburn has always set aside more land than is is required to do. However, the lack of areas in neighbouring boroughs is placing greater pressure on Hyndburn and the Council is actively addressing this matter in various ways.

Standards Committee need independent members

Hyndburn Council are on the hunt for local people with an interest in local issues and the wish to serve their local community, by supporting the work of the Standards Committee (with Cllr June Harrison as Vice-Chair, pictured above), the body responsible for promoting and maintaining high standards of conduct by members of the Council.

The Council are looking for a voluntary ‘independent person’, who would attend and speak at the Standards Committee and also be consulted as part of the process of investigating complaints against Councillors.

Besides a keen interest in public life and local issues, the Standards Committee ‘independent person’ would need to have the ability to be objective and impartial.

Whilst this is a voluntary role, pay travel and subsistence expenses would be covered and full rigorous training would be provided.

The Ark is coming....

Creativity Works are please to announce the launch of The Ark, a new art work by internationally acclaimed artist Beth Derbyshire.

Taking the form of a floating sculpture The Ark will travel down the Leeds to Liverpool canal between Blackburn to Brierfield from the 20th May until the 8th June, and will be moored on the canal in Clayton–le–Moors on Tuesday 28th May. Artist Beth Derbyshire has created The Ark in response to the beautiful and unexpected landscape of Pennine Lancashire and the stories that are contained there. Funded by a grant from Arts Council England, this work celebrates the rich industrial, cultural and natural heritage of the area, creating a spectacle that will bring Pennine Lancashire to the attention of the region.

You can see the Ark as it winds its way down the canal, or come on board and watch the films contained inside as it moors in the communities it passes. Five new films feature local people who have taken on the role of the ‘Keepers’ of the landscape. They each tell their own unique stories of how they have come to live in this area and their personal connection to the landscape that surrounds them.

Alongside The Ark, there is a packed creative activity programme in each area that invites you to get involved in a wide range of opportunities from planting workshops to artist talks.

Armed Forces Community Covenant signed in Hyndburn

Hyndburn support for the armed services community was reinforced by the signing of an official Covenant today, when representatives from Hyndburn civilian and Armed Forces communities came together to sign the Hyndburn Community Covenant, a voluntary statement of mutual support between the civilian and Armed Forces community in Hyndburn.

Lead by Hyndburn Council, the Hyndburn Community Covenant complements the national Armed Forces Covenant, which recognises the sacrifices made by members of the Armed Forces and their families, along with the unique challenges they face, both whilst in service and when they return to civilian life.

The signing of the local Community Covenant gives the Hyndburn community the chance to show their respect and support for the Armed Forces community. It will also help raise awareness of the challenges faced by members of the Armed Forces and their families as they return to civilian life and will encourage public, private, community and voluntary organisations to help make the transition smooth.

Hyndburn Council Leader, Councillor Miles Parkinson, said: “The people of Hyndburn are proud of their strong association with the Armed Forces and value the sacrifices made by current and former members of the Armed Forces and their families, both locally and nationally. Signing the covenant enables the Council to publicly demonstrate the value the Borough feels towards the Armed Forces Community and to recognise the sacrifices they make on our behalf.”

Councillor Doug Hayes, Hyndburn Council’s Armed Forces Champion, said: “It is often difficult for those who don’t have close links to past and present members of the Armed Forces to fully understand the challenges they and their families face. These challenges not only arise due to their time in service but can also arise when they move back in to civilian life. Along with Councillor Miles Parkinson and Councillor Doug Hayes the Hyndburn Community Covenant was signed by Brigadier Nick Fitzgerald MBE, on behalf of the Armed Forces and a range of local partners including Hyndburn Homes, Hyndburn Leisure Trust, Hyndburn and Rabble Valley Community and Voluntary Services, Accrington and Rossendale College, Job Centre+, Royal British Legion, Salute, Veterans in Communities, East Lancs Chamber of Commerce, East Lancs Clinical Commissioning Group and Lancashire Care NHS Foundation Trust.

£1.27m Efficiency Grant for Hyndburn

Hyndburn Council has welcomed the news that it is one of seven authorities nationally that will receive an 'efficiency support grant' to help push forward ambitious plans for reducing expenditure. The grant, worth £1.27 million, is being paid by the Government to help the Council take steps to reduce its long term expenditure. This is the first wave of payments under the government's efficiency support grant programme, and more Councils will be bidding to benefit from the scheme later in the year.

Hyndburn Council Leader, Cllr Miles Parkinson, welcomed the good news saying;  "Over the past two years the Council has made massive savings, and reduced its staffing by over 20 per cent. The Government grant will enable us to continue with our efficiency programme, and establish ourselves as a leader in this field. The news that we have been successful in qualifying for this money is very welcome, and I would like to emphasise that our efficiency programme is one that has the full support of all parties on the Council so it really is a team effort."
