Accrington: Spring bulbs give a splash of colour

The recently refurbished grounds of St James’s Church in Accrington’s town centre are now boasting a welcome splash of spring colour.

Over 65,000 bulbs planted there last autumn have burst into flower and will create a floral display lasting well into the summer of daffodils, crocus, alliums and the lesser known cammassia. The flowers complement the newly planted trees which are part of last year’s grounds refurbishment, which improved access and seating along with the creation of an events space.

Leader of the Council; Councillor Miles Parkinson said; “The display of spring bulbs complement the recent improvements to the grounds of the church which are an important part of the town centre. The grounds are now much more welcoming to visitors to the town centre and provide an opportunity to relax in a tranquil setting”.

Cllr Parkinson added; “The whole of the borough is looking brighter with all the spring bulbs coming up in our parks and verges.  We’re extremely lucky here in Hyndburn to have a great parks team and lots of community groups whose members rolled up their sleeves and planted thousands of bulbs across the borough last autumn and we’re now seeing the fruits of their labours.”

Accrington Victoria Walk-in Centre contract renewed

Councillors have welcomed the news that East Lancashire CCG’s Governing Body yesterday (March 24) formally approved an extension to the contract for the GP walk-in centre at Accrington Victoria Hospital while the longer-term picture around primary care is developed.

The Governing Body agreed to keep the GP walk- in service open until the end of September 2015, while a major review is carried out about ways to improve access to GP appointments and primary health care across East Lancashire.

Councillor Clare Pritchard, Deputy Leader of the Council said: “We applaud the decision by the East Lancashire CCG and NHS England to extend the contract for the GP walk-in centre at Accrington Victoria Hospital and the contract for the registered GP practice based at the Hospital to September 2015. This is great news for local people whose voices have been heard and we are pleased that the CCG are adopting this co-ordinated approach to what happens at Accrington Victoria Hospital. Local people have shown that they are very passionate about this facility and the services it provides and I’m sure they will be as vocal in the consultation promised over the summer.”

Councillor Pam Barton, Cabinet Member for Health and Communities added; “We are delighted that both the Council’s and local people’s views have been considered and that hasty decisions have been avoided. We would urge people once gain to take part in the consultation over the summer.”

A comprehensive public engagement exercise will be carried out by the CCG this summer, across East Lancashire, to inform the future shape of access to urgent GP appointments and Out of Hours services.

Payday loans are the most harmful type of debt after loan sharks

Creating a debt “harm index”

Total UK household debt is now more than £1.4 trillion and is higher than the previous record set in September 2008.
But that big headline number doesn’t tell a very useful story about how debt actually affects individuals.
For one thing, more than £1.2 trillion of household debt is from mortgages.

Demos has created what they call a “harm index” for different types of debt.

They commissioned a survey of 2,035 people and asked how problematic different types of debt were based on ten different attributes.
The survey found that the most “harmful” loans were illegal loans, followed by payday loans, council tax arrears and rent arrears.
The least harmful were student loans, store credit cards, mortgages and friends and family.

If you can afford to go into debt you can afford less harmful forms of of debt. Poorer people don’t have as many options. People who fall into arrears with payments generally have no choice, whereas people who have credit cards or take out a mortgage usually have more control of their situation.

Community Solutions win Best Large Social Enterprise 2014

Last Friday, the best of the North West’s social enterprise sector gathered in Blackpool for the Excellence in Social Enterprise awards, hosted by Social Enterprise North West.

It was a fantastic evening for Community Solutions North West who won the award for Best Large Social Enterprise in recognition of the organisations growth and continual support across the North West. 

The award signifies how much the organisation has grown in the last 12 months, from 8 to 21 members of staff, 180 partner agencies and now boasts over 300 volunteers.

Sponsored by Selnet, the award was collected by Managing Director of the organisation, Deborah Clark, who said,

“We are in a time of amazing opportunity, by applying innovative business methods to our social enterprise we have been able to grow and develop to meet the needs of our community. We are people focussed with all our projects, so to be recognised for our enterprise is a credit to all our staff, volunteers and partners.”

Community Solutions provides over 15 community services developed to meet local need with individualised response, including Befriending, Food Bank, Training, Consultancy and Volunteering. With their existing initiatives and determination to offer bespoke solutions to a variety of community needs, they are committed to offering hope and opportunity to local people.

The organisation that has bases in Accrington and Burnley has no intentions of slowing down their growth with big plans in development for both sites to be completed by the end of the year.
Community Solutions North West (CSNW) is a social enterprise working in the North West of England using business principles to raise revenue and deliver contractual services to benefit local communities.  We seek to "empower local people to meet local needs within the communities of Lancashire and beyond; promoting independence, confidence and self-esteem".

Rishton: Councillor attacks 'Bingo Budget'

At the last full Hyndburn Council meeting on 20th March, Rishton Councillor Clare Cleary spoke out about the Conservative budget and made a powerful speech attacking the Chancellor:

"One bit of this budget tells you all you need to know about this rotten Chancellor and this rotten government.

Look at the economic wasteland they have created. They preside over a country where bright, talented young people cannot find jobs, where people cannot afford to buy their own home, where families face a miserable struggle just to bring up their own children because wages have been driven so low or because people have been forced into insecure, short-term, part-time jobs or zero hours contracts.

This is now a country where mansion-dwelling millionaire ministers punish the disabled with bedroom tax because they need a small spare room in their home and where there are food banks in every town with long queues of people who cannot afford to eat.

So what does the Chancellor do?

He cuts tax on bingo! Who does he think he is fooling?

He is the Chancellor who says, "People can't afford to eat...let them play bingo!"

He is the Chancellor who gave us the pasty tax, the bedroom tax, the millionaire's tax cut and now the Bingo Budget.

The scandal and shame of a great nation of ours being reduced to this must be making even the great Conservatives of the past turn in their graves."

LCC: Police seize Conservative IT equipment for investigation

Former Conservative Lancashire County Council leader Geoff Driver last night revealed police investigating alleged ‘financial irregularities’ relating to the authority’s ‘One Connect’ joint venture with BT had taken his computer for examination. The IT equipment was removed from his County Hall office in Preston with his permission.

Runners gear up for first ever Ron Hill Accrington 10K




Runners across the region are limbering up to take part in the first ever Ron Hill Accrington 10k next Sunday, 30 March.

And world famous Accy lad, Dr Ron Hill himself, will lead the crowds as they embark on the scenic route - sporting race number 1 – from Willow Street at 10.30am on the day.

Almost 300 sporty sorts have already signed up to take part in the event, which is set to become an annual race, but there’s still time to lace up and join in the fun by registering online at www.hyndburnbc.gov.uk/10krun or entering on the day. Organisers have secured a raft of premium prizes for participants – and with more than 70 up for grabs it’s not just winners who’ll be treated.

First male and female home will be awarded with a pair of Asics running shoes of their choice, while winning veterans in various age categories will walk away with top sporting goodies. There will be spot prizes on the day too, so plenty of participants will go home with more than just tired legs.
 
The route will see runners journey up Manchester Road towards Baxenden before taking the former railway track ‘greenway’ back into the town centre, finishing up outside the Town Hall – this is a 12-minute video of the route.





Open to anyone over 18, the race is expected to attract huge support from residents. It costs £8 for affiliated runners to enter, £10 for unaffiliated and £12 on the day – money raised will go to local charities Finley’s Disney Dream, East Lancashire Hospice and Derian House Children’s Hospice.

Cllr Clare Pritchard said: “Grab your running shoes and join hundreds pounding the pavements, or simply turn up to show your support for friends, family and colleagues. We’re gearing up for a day of family fun, fundraising and miles of community spirit!”

Great Harwood: Defibrillator at Bank Mill House

The Great Harwood Labour Councillors were really pleased to see the Defibrillator in place at the latest Area Council meeting. It is fantastic to have this life saving equipment for the community in Great Harwood with funding provided by the Great Harwood Area Council. The unit is available 24/7 and can be accessed if necessary by contacting 999.

We would like to thank all the residents and community groups who have been involved in bringing this idea to life.

Milnshaw: Ward Councillors secure footpath work







A section of poor footpaths located along Rugby Ave in Milnshaw Ward, Accrington are being improved by Lancashire County Council Highways Department. The paths have been an issue that both Labour Ward Councillors, Paul Cox & Clare Pritchard, have pushed to have placed on this year’s works programme. These works are part of the County Councils taking action on areas of the ward that have been highlight by the local Borough Councillors.

Cllr Cox said

“It’s great that the County Council have taken resident’s concerns and acted on them. So many people have commented on how these foot ways were in a dangerous condition and have been something I have really pushed to get done.”

Cllr Cox recently held an onsite visit with the chief of County’s Highways to go over the state of just some of Milnshaw’s roads and paths. Councillor Cox added, “this area has a very active Labour team who have listened to our community, this and the resurfacing of Ribblesdale Avenue are our top priorties”

Local Accrington North County Councillor Clare Pritchard also commented on this work

“Now I’m at County Hall I can work harder for my Milnshaw residents and hopefully can really make a big improvement to this area.”

How to obtain your bowls pass for the new season

It is the time of year again that people can start to apply for bowls passes to play crown green bowls on greens managed by the Hyndburn Borough Council during the summer months.
The bowls pass issued allows the holder to bowl on any of the 10 council managed bowling greens throughout the borough, and are valid from 1 April until 30 September 2014.

Bowls passes are free for residents of the borough and for non-Hyndburn residents cost £10.00 per season.

Great Harwood: Last full Council meeting for Cllr Ciaran Wells

Cllr Ciaran Wells, member for Netherton and Cabinet member Education, Leisure and Arts, is stepping down from Hyndburn Borough Council this May and attended his final full Council meeting on Thursday March 20th 2014. He was only in his mid-twenties when he was elected in 2010 and was the youngest member of the Council at the time but was quickly promoted to a Cabinet position due to his experience and knowledge in both politics and recreation.

Ciaran was given a warm send off by members on both sides of the Council chamber and is pictured above with his Labour colleagues after his final meeting.

He said, "I've enjoyed every minute that I've been on the Council and I would like to thank everybody for their support over the years. We should be proud of our heritage in Hyndburn and proud of the great volunteers and community groups who do so much across our towns."

A new Councillor for Netherton will take Ciaran's place following the elections on May 22nd.

Budget 2014: We are not all in this together unless you earn between 42K and 100K




Hyndburn is one of the most deprived Boroughs in the country and there are vey few families in the Borough who are on Middle Incomes as defined by  Tory Chancellor, in his Budget Speech as between £42,000 and £100,000.

The average household income in Hyndburn is £32,500.

What we need in Hyndburn is for our residents to be paid at least the Living Wage of £7.65 an hour instead of the National Minimum Wage of £6.31 an hour and the abolition of Zero hours contracts.

Councillor Joan Smith - Deputy Leader of the Council and Cabinet Member for Finance said,  '' This Budget will benefit very few residents of our Borough and will do nothing to alleviate the problems that affect our residents. There needs to be more Government investment in the Borough,  not further cuts to our Revenue Funding, Hyndburn has lost 35% of Funding from this Tory led Government since 2010 and by 2016 will loose another 35%.  The residents of Hyndburn are being punished for being poor whilst residents of David Cameron's Witney constituency have benefited from increased funding. ''

Great Harwood: Farmers Market temporarily relocated to Holgate Street

Extensive improvements are set to be undertaken at Town Gate in Great Harwood as the Labour-led LCC start work on improving the pavement surfaces. Work is set to commence on 31st March 2014 and will be completed by June but this will have a knock-on effect for the monthly Farmers Market which will relocate temporarily until July this year.

The next market takes place on Sunday 6th April and will be found on Holgate Street car park on the opposite side of the road.

Resources Overview & Scrutiny Committee - 18th March 2014

Cllr Ken Moss chaired a meeting of the Resources Overview & Scutiny Committee on Tuesday 18th March and the main agenda item covered a revised tenancy agreement for HBC allotment holders. The debate lasted almost three hours in total and helped to clear up many outstanding issues which have been raised by allotment tenants.

Representations were made from the Chair of the Hyndburn Allotments Association, Kath Holmes, and also from the National Allotments Association and their comments were extremely helpful. A further revision to the tenancy agreement will be made and Cllr Moss will agree a finalised version with allotment officers in due course.

Community Switch

 Hyndburn households could save up to £370 a year on their energy bills thanks to a pioneering partnership between energy switching business Community Switch and Hyndburn Borough Council. Council data shows that about 5,120 or 15 per cent of the 34,000 households in Hyndburn are in fuel poverty.

The private-public sector partnership forms a key part of the local authority’s plans to reduce the fuel costs of residents and thereby tackle fuel poverty by offering all of its households the chance to switch energy supplier. The scheme will address the issue of households  without internet access by using an innovative telephone-based approach.

All householders across the borough - owner occupiers, private rented tenants and social rented housing tenants  – will be able to receive help to switch energy supplier, with a particular focus on excluded and vulnerable households suffering from fuel poverty - defined as spending more than 10 per cent of household income on fuel.

The campaign will start on 30 January and is intended to provide support over the longer-term as well as deliver an immediate switching campaign. The initiative will be promoted through press and radio, leaflets, advertising in Council public offices, advertising on refuse vehicles and by Community Switch staff attending public events.

Community Switch has an established track record in Hyndburn after helping 26 per cent of the borough’s social housing residents with pre-payment meters to switch to a better deal.

Patrick Berry, managing director of Community Switch, said the initiative is tied in with the Government’s drive to make it easier for people to switch energy supplier for a less expensive deal and complements the Council’s Warm Homes Hyndburn initiative to provide funding for insulation improvements in the most deprived neighbourhoods in the Borough.

He said: “We were particularly keen to engage residents in energy switching especially those most vulnerable to fuel poverty. While the Council has participated in collective switching campaigns it has found that these, while raising interest, do not penetrate the most vulnerable communities.

“There is considerable inertia to engagement with energy markets and suppliers where processes are seen as complex and access to switching services largely online. The Council is keen to explore new ways in which it can promote and support energy switching as a regular event across the borough.

“We have therefore teamed up with the Council to proactively target the most deprived residents in local communities while providing switching services to the whole community.”

Councillor Clare Pritchard, Deputy Leader of Hyndburn Council said a central plank of its plan to reduce fuel poverty was to support residents in reducing fuel costs via energy switching. She said: “Doing nothing is not an option. The energy switching market is confusing and predominantly web-based. Our approach will help to sign post more vulnerable households in fuel poverty to an alternative telephone-based service.

“Households will still have the option to use web-based energy switching sites. In other words, by promoting Community Switch the Council is providing households with an alternative option for energy switching targeted towards more vulnerable households.”

On Thursday evening the Milnshaw Councillors were out and about listening to residents concerns

Both Milnshaw Ward Councillors, Paul Cox & Clare Pritchard took to the streets of of their ward, on a cool March evening to listen to residents’ concerns. This tour took place around the Talbot Road & Poulton Avenue area. Labour Councillor Clare Pritchard stated ” these informal walkabouts give myself and fellow Labour Ward Councillor Paul Cox a great opportunity to meet residents and really get a feel for their issues” she added “hopefully we can address their concerns and help our Ward in these tough times”

Several issues were raised on the doorstep, which included the current cost of living, Parks development in Milnshaw, Parking issues around the estate and future job prospects in the town. Both Councillors were on hand to respond to these concerns and where they were unable to respond, promised to return with the relevant answer.

Cllr Cox said “being out like this helps us be more visible to our community, Me and Clare are here to help and have worked as an effective team over the last three years in Milnshaw” he also added  ” We have committed funding to both our Parks, we have secured much needed repairs to many footpaths and highways we have also worked with all our community groups in the ward to improve the areas play areas and introduce community gardens and orchards”

HBC receives Sport England grant for new equipment

Disability sport in Hyndburn is set to receive a welcome boost after Hyndburn Borough Council and Hyndburn Leisure received a £7,831 award from Sport England to purchase new equipment.

The money will be used to purchase a mobile hoist, steps and other equipment which will open up opportunities for disabled people in Hyndburn to try trampolining for the first time.

Councillor Ciaran Wells said, “This is fantastic news. Over the last few years the Council have invested in improvements to disabled equipment at Hyndburn Leisure Centre including pool hoists and improved accessible changing facilities. We are delighted that Sport England has provided funding for us to take this further, and provide accessible equipment which will allow people with disabilities to take part in more sport.”

Lisa O’Keefe, Sport England’s Director of Insight, says: ‘We know that many organisations and clubs delivering sport struggle to provide sporting opportunities for disabled people because of a lack of access to specialist equipment. We are delighted to award these vital funds to Hyndburn Borough Council which will play a transformative role in opening up sport to many people who previously found it inaccessible.’

The award is part of Sport England’s ‘Get Equipped’ fund which was designed to build on the success of the London 2012 Paralympic Games. £1 million of National Lottery funding is being distributed to organisations across England to allow them to provide specialist equipment which will help make sport a practical choice for many more disabled people inspired by the Games.

The number of disabled people playing sport regularly is on the rise. In December, Sport England’s Active People Survey - an annual, in-depth measure of the nation’s sporting habits – revealed that a record number of disabled people in England now play sport each week. The number of disabled people aged 16 and over playing sport once a week has increased by 62,000 over the last year, bringing the total number to its highest recorded figure of 1.67 million, 351,000 more than in 2005 when London won the bid to host the Games.

However, non-disabled people are still twice as likely to play sport as disabled people (39.2 per cent compared to 18.5 per cent) which is why Sport England continues to focus attention and investment to address this imbalance.

Tony Benn 1925-2014


Tony Benn, who has passed away today aged 88, was a giant of the Labour Party and the wider Labour movement.
Ed Miliband, Leader of the Labour Party paid the following tribute, "Tony Benn spoke his mind and spoke up for his values. Whether you agreed with him or disagreed with him, everyone knew where he stood and what he stood for. For someone of such strong views, often at odds with his party, he won respect from across the political spectrum. This was because of his unshakeable beliefs and his abiding determination that power and the powerful should be held to account. He believed in movements and mobilised people behind him for the causes he cared about, often unfashionable ones. In a world of politics that is often too small, he thought big about our country and our world. Above all, as I had cause to know, he was an incredibly kind man. I did work experience with him at the age of 16. I may have been just a teenager but he treated me as an equal. It was the nature of the man and the principle of his politics. I saw him for the last time a couple of weeks ago in hospital. He may have been ailing in body but was as sharp as ever in mind. As I left he said to me 'well, old son. Let's have a proper talk when you have more time'."
 
Cllr Miles Parkinson, Labour Leader of Hyndburn Council , said: "The Labour movement has lost a true icon. He was someone who gave hope to many. His ability to articulate his values and speak up for those without a voice was an inspiration."

Huncoat: Election 2014 - Bernard Dawson

Long-standing Hyndburn member, Cllr Bernard Dawson (pictured right, with Graham Jones MP), is standing for election in Huncoat to represent the Labour party this May in the local elections.

HBC to lose 44% of coalition government grants by 2015

Recents reports state that Hyndburn will see the biggest cut in funding from Government of 6.2 % but this is not the true picture.

Hyndburn Borough Council received in 2013/14 current year £7,873,704 and are set to receive £6,838,208 for the following year, a 13% reduction of £1,035,496. Projected figures for 2015/16 assume a grant of£5,756,268, a further reduction of £1,081,940 which is another 15.8% less.

In 2010/11, Hyndburn received £10.16 million but by 2015/16 the Council will have seen a decrease in funding of £4.4 million or losing 44% of funding in just under six years.

Labour Council Leader, Miles Parkinson, said, "I and the other cabinet members have set our budget and our goal remains to protect frontline services but these reductions will have impacts again this year on certain services and employees, if we protect one service then another is impacted worse."

Cllr Parkinson has been lobbying ministers and for an efficiency support grant but Hyndburn has been denied the full amount so far because the Council has supposedly not gone far enough, despite savage cuts.

He added, "We have done much this year to share services with other authorities, departmental restructuring and closely looking at our expenditure and income streams. We have been able to set 0% rise on Council Tax in Hyndburn for residents who are continuing to see their living standards decrease year upon year, even though we are the worst affected."

Rishton: Election 2014 - Ken Moss

Incumbent Councillor Ken Moss is coming to the end of his first four years as an elected representative for Rishton and is currently on the campaign trail to secure a second term.

Canvassing has started and Ken has been knocking on doors, ably assisted by fellow ward Councillors Harry Grayson (pictured) and Clare Cleary, as well as Council Leader Miles Parkinson and Graham Jones MP.

Election literature has been produced and every door in Rishton will receive a visit from Ken and his campaign team over the coming months ahead of the election on 22nd May.

Hyndburn Police request CCTV network information


Hyndburn Police have posted a message on their Facebook wall appealing for owners of CCTV to help improve the local network in the fight against crime:

"Do you own a CCTV system? If so, please read on and share this post as you may be able to help us and your community……. CCTV now plays a major part in criminal investigations and is often the key piece of evidence that ensures the criminal gets convicted. Many people who own CCTV only really think of its benefits when they are themselves a victim of crime but it can also help other victims get the... justice they deserve. Quite often the offenders are seen going or leaving the scene of a crime on CCTV located close by or a few streets away. However, identifying and locating where the CCTV is located is often a time consuming job for the Police. To try and speed things up a bit we are trying to create a record of community spirited people and businesses who own CCTV systems and would be happy to provide these details to us. That way if we have a crime in your area we can drop you a quick text or an email with details or a description for you to check your system for us. This way you can help us speed up an investigation and hopefully help catch the offenders and protect your community from further crimes. Peel: Election 2014 - Joyce Plummer

The Labour campaign team has been out in force across Hyndburn and 2014 Labour candidate for Peel, Joyce Plummer, is no exception. Along with her local Labour Councillors Wendy Dwyer (above) and June Harrison (below), Joyce and her canvassers have been knocking on doors in Peel to try to secure her first term as a Hyndburn Councillor.

Joyce is no stranger to public life having been a prolific community activist for many years. She hopes that by becoming a Councillor she can build on what she and her colleagues have already achieved in the area.

Netherton: Election 2014 - Bernadette Parkinson

Labour candidate in 2014 for the Great Harwood ward of Netherton is Bernadette Parkinson and she has been out canvassing ahead of the May 22nd local elections.

Bernadette has been a supporter of the local Labour group for more than 20 years and wants to take a more active role on Hyndburn Council. GMB union study shows landlords are the real winners from benefit reforms

"Billions going into fat cats wallets and off shore tax havens from housing benefit would be better spent building houses and homes for working people." says Labour-affiliated union GMB. A new GMB study, published on 24th February, shows the top twenty company landlords in each of the 39 councils in North West that receive housing benefit direct from councils for tenants renting their properties.

In the region there are 219,536 households renting private accommodation and entitled to house benefit. This study covers where it is paid direct to company landlords not private individual landlords.
Taxpayer’s cash pays the rent to private landlords for 1.65 m privately owned dwelling in Great Britain. Paying housing benefits to meet housing costs for rented accommodation for tenants on low incomes dates the 1980s. The cost has ballooned to £23 billion per year. While over the past 30 years some £411billions of taxpayer’s funds have been spent on housing benefit it is not clear who the ultimate recipients are.
For 30% of tenants entitled to housing benefit the cash is paid direct to landlords. To establish the identity of these landlords GMB carried out research at the Land Registry to establish the beneficial owners of properties and Freedom of Information requests were made to councils to establish the amounts paid to them. The ultimate recipients of housing benefit and amounts were disclosed by councils where the landlords are companies. The ultimate recipients of housing benefit and amounts were not disclosed where the monies are paid to tenants or where landlords are individuals.
69 councils refused to disclose any information. GMB is inviting local media and politicians to follow up on the study and fill in the gaps.
Paul Kenny, GMB General Secretary, said, "This research lifts the lid on the mainly secret payments to landlords who are the real winners from Britain's welfare system. We see taxpayers cash subsidising buy-to-let empires where the money ends up tax free in tax havens. The research shows the rich and powerful sucking up taxpayer’s money through housing benefit. This is made possible by out of control rents and a lack of affordable and council homes that so many hard working people and their families desperately need. This should bring both shame and action from this government to end this exploitation of public money. These billions going into fat cats wallets and off shore tax havens would be better spent building houses and homes for real working people. Shovelling millions of pounds to the likes of castle owning barons, whilst so many either wait for a home or have to pay exorbitant rents, is a public scandal. It is also bad economics for the nation.
"It is disgraceful that 69 councils refused to reveal the companies they paid huge sums to. Every council has refused to disclose the names of private landlords they pay huge sums to without scrutiny.”
