Supplementary Planning Documents are intended to add further detail to
policies contained within a Local Plan, as such they act as supplementary
guidance and contain important material considerations when making planning decisions.
The Rishton Canalside SPD expands on Policy
R3 of the Core Strategy ‘The Leeds and Liverpool Canal
in Rishton’ and focuses in particular on 5 key sites along the canal corridor.
The SPD:
- Advises developers on the types of development that would be most desirable
- Highlights key constraints and opportunities
- Identifies a set of key design principles
- Provides site specific development guidance
The SPD also recommends that the Council
develops a specific regeneration strategy for land around the Canalside with
costed proposals for improvement to further assist the development of vacant
sites.
Cabinet member for Housing and Regeneration, Cllr Clare Cleary, said, "It is anticipated that adoption of an SPD
will provide developers with a greater degree of certainty, and assist in
bringing these sites forward over the longer term, as has been proven in other
areas of the Borough in recent years (through SPDs for Peel Fold Mill in
Stanhill and Hilltop in Baxenden)."
The draft SPD has been produced following 2
rounds of informal consultation (held earlier this year in February and March) which
involved input from a wide range of individuals and organisations.
The Council is now required to undertake a
statutory 4-week period of consultation on the draft SPD. The document will be
well publicised and made available to view at key locations in the Borough, and
on the Council’s website. Any comments received during this period will then be
considered by Officers and recommended modifications will be put back to
Cabinet for approval (most likely in October), prior to formal adoption of the
SPD.
